Using the weak second order sufficient condition and a generalized representation condition, we obtain global exact penalty functions for an inequality and equality constrained optimization problem.

Xiaoqi Yang is now a professor in the Department of Applied Mathematics, Hong Kong Polytechnic University. His research interests include duality and penalty function theory and methods for nonlinear constrained programming problems, semi-definite programs, and nonconvex multiple objective optimization problems.
