Strange Charset ?@ on webpage

It’s found strange character ?@ keep appearing in webpages hosted from new webserver :

Turns out that apache configuration need to comment out below line and restart apache to fix that :

Probably, those old webpage do contain some strange characters , probably result from being updated from non-unicode webpage editor.
